A program was organized realizing the importance of porters and mountain guides in the mountain tourism development of the country. Many porters and guides face threats of Acute Mountain Sickness and other mountainous hazards during their course of trekking in the Nepalese Mountains. The training was conducted to educate porters and guides about the possible threats in the mountains and to apply safety measures to prevent them. The orientations wee given on Acute Mountain Sickness (AMS), Frost bite, snow blindness etc including health educational first aid training, diarrhea, HIV Aids, wild animals. Everest (8,848 m) and other high peaks such as Lhotse Shar, Cho Oyu, Ama Dablam, Pumori, Kangtega, Gyachung Kang, Thamserku and Kwangde. Located North-east of Kathmandu, Sagarmatha National Park is 1,148 sq km. in area and consists of the upper catchment areas of the Dudh Koshi, Bhote Koshi and the Imja Khola rivers. Much of the park lies above 3,000m. Sagarmatha is rugged, with deep gorges, glaciers and unnegotiable ice and rock faces. Locally known as the 'Khumbu', it is the home of the famous Sherpa people. The Sherpas make a living by farming barley and potatoes and graze their yaks in high altitude pastures. Young Sherpas have also made their name in mountaineering and the trekking industry has of late become the community's economic mainstay. In 1979 the park was declared a World Heritage Site.Trees such as rhododendron, birch, blue pine, juniper and silver fir are found up to an altitude of 4,000 meters above which they give way to scrub and alpine plants. In late spring and summer, the hillsides around the villages of Namche Bazaar, Khumjung, Thyangboche and Thame are a riot of colours with several species of rhododendon in bloom. Wildlife most likely to be seen in Sagarmatha are the Himalaya tahr, ghoral, musk deer, pikka (mouse hare) weasel and occasionally jackal. Other rarely seen animals are Himalayan black bear, wolf, lynx and snow leopard. Covering an area of 932 sq km. the park includes hilly areas of the Siwalik Range covered by deciduous sal forest. One fifth of the park is made up of the floodplains of the Narayani, Rapti, and the Reu Rivers and is covered by dense tall elephant grass interspersed with riverine forests of silk cotton (kapok), acacia and sisam trees. This ecologically diverse area is the last remaining home in Nepal for more than 300 of the endangered Asian one-horned rhinoceros and harbours one of the largest populations of the elusive and rare Bengal tiger. Besides rhino and tiger, Chitwan also supports a great variety of flora and fauna. There are four species of deer, including the spotted chittal, leopard, sloth bear, wild boar, rhesus monkey, grey langur monkey, wild dog, small wild cats, the white stockinged gaur (the world's largest wild cattle) and many other smaller animals. The swampy areas and numerous oxbow lakes of Chitwan provide a home for marsh crocodiles. In a stretch of the Narayani river is found one of the few remaining populations of the rare and endangered fish-only eating gharial, or Gangetic crocodile. Here also is found one of the world's four species of freshwater dolphins. For the ornithologist and the amateur bird-watcher the park offers excellent possibilities with more than 450 species recorded. Some of the resident specialities are several species of woodpeckers, hornbills, Bengal florican, and red-headed trogons. Winter birds such as waterfowl, Brahminy duck, pintails and bareheaded geese, amongst many other cold weather visitors are drawn by the sanctuary of the park's rivers. Kanchan Kalan in Jhapa district is the lowest point at 70m above sea level and the summit of Mt. Everest at 8,848 m is the highest. From east to west, Nepal is 800 km long and only 230 km. north to south at its widest. Within this narrow stretch of land there is incredible diversity in topography ranging from a sub-tropical climate in the tarai (plains) to Alpine conditions in the Himalayan regions. Mountains, mid hills, valleys, lakes and plains dominate the landscape of this landlocked country. Eight of the fourteen peaks over eight thousand meters lie in Nepal including Everest, the highest in the world.Nepal also has an abundance of rivers most of which originate in the Himalaya while some flow down from Tibet. They all flow on to India, many of them joining the holy Ganges. High amid the mountains there are glacial lakes and spectacular valleys where few people venture. Recent physiographic data show that around 4.27 million hectares (29 % of total land area) is made up of forests, 1.56 million hectares (10.6%) of scrubland and degraded forest, 1.7 million hectares(12%) of grassland, 3.0 million hectares (21%) of farmland and 1.0 million hectares (7%) of un-cultivated land.Climatic conditions within Nepal vary from one place to another in accordance with the geographical features. In the north, summers are cool and winters severe, while in the south summers are sub-tropical and winters mild. The monsoon that brings rain from June through September affects most of the country except those that lie in the rain-shadow areas like Mustang which is within Nepal but a part of the Tibetan plateau. Large tracts of forested land have been preserved as national parks and wildlife reserves where endangered species like the Royal Bengal tiger and the Greater one-horned rhinoceros roam freely along with an amazing variety of mammals and reptiles that include bear, leopards, hyenas, wild boar, wild elephants, monitor lizards, crocodiles, pythons, turtles and various species of insects and birds. Nepal is home to almost 10 percent of the world's bird species among which 500 species are found in the Kathmandu valley alone. The most abundant natural resource in Nepal is water. Much of the rivers have been harnessed for hydro-power but they also play a crucial role in tourism as most of them are suitable for adventure sports like kayaking and rafting. The Himalayas are not merely a source of revenue through mountaineering and trekking, they are also mined for quartz, lignite, copper, cobalt and iron ore. The suspension of the Indian Airlines flight following the hijacking of one of its flights that took from Kathmandu.&lt;br /&gt;d.     The frequent bandhs and strikes announced by political parties, and the nation-wide imposition of emergency.&lt;br /&gt;·        Lack of development of new tourist spots, and inability to orient tourist services forward rural areas.&lt;br /&gt;·        Lack of co-ordination in programs and actions between private sector and government and within the private sector despite the establishment of NTB.&lt;br /&gt;·        Due to lack of financial resources, the conservation, preservation and campaigning of living heritage like cultural, historical and memorial sites have been inadequate. Similarly, due to lack of adequate quality up gradation of the heritage sites and violation of standard practice in the renovation works of areas and monuments enlisted in the World Heritage Site, they have reached at endangered level for being de-listed from the World Heritage Site lists.&lt;br /&gt;·        Due to availability of only one international airport in the country, in which big aircrafts cannot land since it is situated inside the hilly valley.&lt;br /&gt;·        Involvement of local communities in managing the heritage sites and making such management self-reliant has been moving at snail’s pace.&lt;br /&gt;·        Tourism related activities are only centered in Kathmandu, Pokhara and Chitwan and trekking is centered in the Annapurna and the Everest regions.&lt;br /&gt; Most of the countries of the world have realized the importance of tourism because tourism is regarded as the backbone of national economy. The several benefits of tourism are as follows:-&lt;br /&gt;&lt;br /&gt;· Source of foreign income: - Income from foreign tourism in the form of foreign exchange adds to the national income. It offers a more reliable form of income. In most of the countries, tourism has had a very strong positive effect on the balance of payments. Tourism is, thus, a very useful means of earning source for many developed as well as developing countries.&lt;br /&gt;&lt;br /&gt;· Regional development: - Tourism is the most important source of income for many countries. When visitors travel from rich country the money flows from one country to other. The money they spend for accommodation, attraction and souvenirs has special significance in marginal areas, which are relatively isolated, economically underdeveloped, and have unemployment problems. So underdeveloped regions of the country can greatly benefit from the tourism development.&lt;br /&gt;&lt;br /&gt;· Infrastructural development: - Infrastructural development is one of the serious problems related to the development of the tourism in the country. Construction of primary infrastructures to develop tourism in the region helps the tourists a lot to visit different parts of the country. At the same time it helps the local people because they share the facilities of airport, road, water supply and other public utilities.&lt;br /&gt;&lt;br /&gt;· Contribution to government revenue: - Government revenue from tourism sector can be categorized as direct and indirect contribution. Direct contributions are generated by income tax from tourism business, royalty fee and departure tax. Indirect contributions are generated from taxes and duties levied on goods and services supplied to tourist.&lt;br /&gt;&lt;br /&gt;· Employment opportunity: - Tourism has direct relation with employment generation. Tourism employs a large number of people and provides a wide range of jobs, which extend from the unskilled to the highly specialized. According to WTO, tourism industry has the highest ratio of investment to employment. Also the infrastructural development for tourism creates employment opportunities in the country.&lt;br /&gt;&lt;br /&gt;· International understanding: - Tourism has played a major role in improving international understanding. Besides generating economic activity, tourism develops international goodwill and understanding. It is the medium through which we can exchange knowledge and develop mutual understanding among the people of the world.&lt;br /&gt;&lt;br /&gt;· Educational significance: - Modern tourism is regarded as an instrument of human education. It is becoming a more powerful tool of education than any other means and also widens the knowledge of one’s own country and its historic traditions and cultural values. In view to this, following objective has been set forth in the Tenth Plan.&lt;br /&gt;&lt;br /&gt;a. Sustainable development and qualitative promotion of the tourism sector:- Government has made following strategies to achieve this objective:-&lt;br /&gt;· Eco-tourism will be promoted and Nepal will be developed as one of the major destinations for eco-tourism.&lt;br /&gt;· Competitive and collaborative capacity of non-governmental and private sectors associated with the tourism sector will be enhanced.&lt;br /&gt;· By increasing the use of locally produced goods and services, local retention of the money spent by the tourist will be encouraged. Women and backward communities will be encouraged with special priority in such activities.&lt;br /&gt;· Besides the established tourism markets, less risky tourist destinations will be promoted.&lt;br /&gt;&lt;br /&gt;b. Conservation and preservation of historical, cultural, religious and archaeological heritages and enhancing their practical utilization:- Government has made following strategies to achieve this objective:-&lt;br /&gt;· To encourage involvement of non-governmental sectors in management, preservation and utilization of cultural, religious, archaeological and natural heritage in accordance to decentralized policy.&lt;br /&gt;· Study, conservation and preservation of literature, art and culture will be done.&lt;br /&gt;&lt;br /&gt;c. Tourism is related to travelling and travelling is naturally a human character Tourism arises from a movement of people to travel to various destinations. It is related with fantasies of self-realization, personal transformation, exotic escape and romantic sublimation. Tourism is an activity that takes place when people move to some other place for leisure or business and stay at least for 24 hours. The word ‘Tourism’ did not appear in English language until the early nineteenth century. It was derived from French language ‘tourisme’. The literal meaning is ‘the practice of touring or travelling’. It is a new concept and its significance was fully realized recently. Tourism is the most recent and significant phenomenon of modern times. It is difficult to describe tourism, as it is an experience rather than a tangible object.&lt;br /&gt;&lt;br /&gt;According to Webster’s in New International Dictionary, “Travelling for recreation” is tourism. Travelling may be regarded touristic if it meets with the three essential conditions. That it must be:-&lt;br /&gt;· Travel must be temporary.&lt;br /&gt;· Travel must be voluntary and&lt;br /&gt;· Travel must not have remunerated.&lt;br /&gt;&lt;br /&gt;In 1976 Tourism Society of England defined tourism as: “Tourism is the short –term movement of people to destination, outside the places where they normally live and work and their activities during the stay at these destination. It includes movement for all purpose, as well as day visits or excursions”.&lt;br /&gt;&lt;br /&gt;Tourism is, therefore a composite phenomenon which embraces the incidents of a mobile population of travelers who are strangers to the places where they visit. It is essentially pleasure and recreational activity in which money earned in one’s normal domicile is spent in the place visited. The quantitative aspect of tourism for marketing decisions has assumed increasing importance in recent year. This has led to various attempts by experts in the field to arrive at an internationally accepted definition of the term tourist as the basic unit of measurement for organized tourism.&lt;br /&gt;&lt;br /&gt;However according to the Oxford English Dictionary, it first appeared in the year 1811 from a Greek word ‘Tearnus’ used for the tool that was round in shape. It is often regarded as a pass time and consequently a travel activity. But over the year, tourism has become a highly complex phenomenon which has wide range economic, social and environmental effects. Tourism is an effective means of income distribution between countries and thus also contributes to a more balanced development of world economics. But there are very few who can make accurate differentiation between a traveler and a tourist. There is one saying, “all tourism is a travel but all travel is not tourism”. Travel undoubtedly is a common theme in all definitions of tourism. Tourists have higher levels of disposable income and greater leisure time and they are also better-educated and have more sophisticated tastes. There is now a demand for a better quality products, which has resulted in a fragmenting of the mass market for beach vacations; people want more specialised versions, quieter resorts, family-oriented holidays or niche market-targeted destination hotels.&lt;br /&gt;The developments in technology and transport infrastructure, such as jumbo jets, low cost airlines and more accessible airports have made many types of tourism more affordable. WHO estimates that up to 500,000 people are on planes at any time. There have also been changes in lifestyle, such as retiree-age people who sustain year round tourism. This is facilitated by internet sales of tourism products. Some sites have now started to offer dynamic packaging, in which an inclusive price is quoted for a tailor-made package requested by the customer upon impulse.&lt;br /&gt;There have been a few setbacks in tourism, such as the September 11 attacks and terrorist threats to tourist destinations, such as in Bali and several European cities. Also, on December 26, 2004, a tsunami, caused by the 2004 Indian Ocean earthquake, hit the Asian countries on the Indian Ocean, including the Maldives. Thousands of lives were lost and many tourists died. This, together with the vast clean-up operation in place, has stopped or severely hampered tourism to the area.&lt;br /&gt;The terms tourism and travel are sometimes used interchangeably. In this context, travel has a similar definition to tourism, but implies a more purposeful journey. The elevation of the country ranges from 60 meters above the sea level to the highest point on earth, Mt. Everest at 8,848 meters, all within a distance of 150 kiloTheobald (1994) suggested that etymologically, the word "tour" is derived from the Latin 'tornare' and the Greek 'tornos,' meaning 'a lathe or circle; the movement around a central point or axis.' This meaning changed in modern English to represent 'one's turn.' The suffix -ism is defined as 'an action or process; tytpical behavior or quality' whereas the suffx -ist denotes one that performs a given action. When the word tour and the suffixes -ism and -ist are combined, they suggest the action of movement around a circle. One can argue that a circle represents a starting point, which ultimately returns back to its beginning. In 1976, the Tourism Society of England's definition was: "Tourism is the temporary, short-term movement of people to destination outside the places where they normally live and work and their activities during the stay at each destination. It includes movements for all purposes." In 1981, the International Association of Scientific Experts in Tourism defined tourism in terms of particular activities selected by choice and undertaken outside the home.&lt;br /&gt;The United Nation classified three forms of tourism in 1994, in its "Recommendations on Tourism Statistics: Domestic tourism", which involves residents of the given country traveling only within this country; Inbound tourism, involving non-residents traveling in the given country; and Outbound tourism, involving residents traveling in another country. The UN also derived different categories of tourism by combining the three basic forms of tourism: Internal tourism, which comprises domestic tourism and inbound tourism; National tourism, which comprises domestic tourism and outbound tourism; and International tourism, which consists of inbound tourism and outbound tourism. Intrabound tourism is a term coined by the Korea Tourism Organization and widely accepted in Korea. The addition tourism destinations will be developed on the basis of the feasibility study.&lt;br /&gt;2. The buildings and the temples of historical, religious and culture importance of the country will be registered as national resource and will be brought to tourist used by preserving and maintaining them.&lt;br /&gt;3. The record of the lakes, cave, waterfalls, and forts of the kingdom will be prepared and will be gradually developed as tourist spot.&lt;br /&gt;4. The original culture, traditional hospitality and the ethnic way of living will be preserved and will be presented as tourist attraction.&lt;br /&gt;5. The new trekking routes and peaks will be opened in a planned manner.&lt;br /&gt;6. The local body will be encouraged to develop model rural tourism spot.&lt;br /&gt;7. In Katmandu valley, festival tourism will be encouraged by searching its culture resource, festivals and culture and religious customs.&lt;br /&gt;8. The pollution free rafting will be extended in the feasibility parts of the major rivers of the country.&lt;br /&gt;&lt;br /&gt;⁭ Development of tourism infrastructure:&lt;br /&gt;1. The local people will be encouraged to develop minimum facilities in the tourist spots.&lt;br /&gt;2. The communication system will be made easily available and modern in the spots having frequent tourist visit.&lt;br /&gt;3. In the construction, preservation and running of physical infrastructure private sector and local organizations and non-governmental organizations will be mobilized along with the government investment.&lt;br /&gt;4. The environment-friendly transport service will be encouraged in the tourist spots.&lt;br /&gt;&lt;br /&gt;⁭ Expansion and diversification of tourist attraction:&lt;br /&gt;1. Emphasis will be given on the production and use of the goods produced in the country and materials like handicrafts for tourist consumption.&lt;br /&gt;2. the private sector will be encouraged to conduct tourist programmes such as hot air ballooning, hot spring, honey hunting, butterfly and bird watching, anthropological tours, rhododendron observation of the customs on the verge of extinction.&lt;br /&gt;3. The new tourist attracting such as eco-tourism, medical tourism, convention and conference tourism, cultural, festival tourism, scientific tourism, village tourism, adventure tourism, holiday tourism, endemic tourism ad value base tourism will be promoted.&lt;br /&gt;4. The package tour will be arranged as special activity to show the tourists the religious and cultural festivals of various ethnic groups.&lt;br /&gt;5. Encouragement will be given to conduct water travel activities by making the rivers pollutions free.&lt;br /&gt;&lt;br /&gt;⁭ Promotion and expansion of tourism market:&lt;br /&gt;1. The market will be promoted by making publicity also in association of the private sector of the countries of Europe, North America, Asia and pacific by specifying the market area on the basis of the analytical study of the international tourism market. Similarly, the tourism industry will be made self-sustained by attracting internal and Indian tourists.&lt;br /&gt;2. The internal tourism will be promoted to maintain economic and social balance between different development regions.&lt;br /&gt;3. The private sector will be encouraged to play leading role in tourism and market promotion.&lt;br /&gt;4. The publicity in North American and West European market will be extended and the publicity in the new markets of Asia-pacific region will be extended.&lt;br /&gt;5. In order to make promotion in planned way tourism will be promoted in view of the interest of the target group on the basis of appropriate market segmentation.&lt;br /&gt;6. The diplomatic missions in foreign countries, honorary consuls, and friendship associations, office of the airlines, agents and the associations of Nepalese people will be made active in promotion of the tourism market.&lt;br /&gt;7. The electronic information media such as home page, Internet, e-mail will also be used in market promotion.&lt;br /&gt;8. The distribution of publicity materials will be made more effective in market promotion.&lt;br /&gt;9. The foreign journalists, tour writers, television programme group will be invited to Nepal and make them publicity about Nepal.&lt;br /&gt;10. International Airport will be developed as safe and well-equipped international airport. The regional and internal airports will be extended.&lt;br /&gt;&lt;br /&gt;⁭ Environment protection:&lt;br /&gt;1. The local bodies and the private bodies will be coordinated in preserving sound environment for tourism spots.&lt;br /&gt;2. Effort will be made to make the local bodies more active in keeping tourists spots clean and beautiful.&lt;br /&gt;3. The local bodies and the private sector will be made active in building standard pay rest houses in he tourist spots.&lt;br /&gt;&lt;br /&gt;⁭ Mobilisation of private sector:&lt;br /&gt;1. In order to attract private sector investment in tourism industry, production, service and activity additional facilities will be provided on for the extension of new area and service. Similarly, various facilities will be made available to the private sector to increase investment in tourist activities.&lt;br /&gt;2. The participation of local bodies, municipalities, village development committees and non-government of different religious, cultural, and historical resources of the valley and outside.&lt;br /&gt;3. To attract private sector investment for the development of tourism in new areas of the kingdom and for increasing additional facilities loan facility will be made available in new areas.&lt;br /&gt;4. An arrangement will be made to allow spending up to certain percentage of the foreign exchange earned from tourism business in own business.&lt;br /&gt;5. Travel, trekking, rafting and other business related to tourism. Mountaineering, mountain tourism and all adventure tourism related work.The work related with the establishment of sound relationship with the private sectors concerning to the field of tourism.&lt;br /&gt;Similarly, this Division deals in issuing of permission to run tourism business, renew the permission, and to regulate it. It also regulates the mountaineering permission, mountaineering related rules &amp;amp; regulations and decisions. It also functions to provide information on the tourism industries through the six District Tourism Offices, based in Kakadbhitta, Janakpur, Birgunj, Pokhara, Bhairahawa and Nepalgunj.&lt;br /&gt;ManpowerThere are 60 personnel working in this Tourism Industry Division including 1 Joint Secretary, 2 Under Secretaries, 4 Section Officers ,1 Police Inspector and other assistants. Tourism is not new phenomena, however, making tourism a dynamic sector of economy and accepting it as a vehicle of poverty reduction is certainly relatively new and timely thinking.&lt;br /&gt;There are a number of ways that tourism can help the economy make better performance. Physically it contributes to accelerate national development through expansion of infrastructure; economically it contributes to generate employment that helps uplift the living conditions of local people. It generates revenue, contributes to the growth of GDP and helps earn foreign exchanges, which again are directly or indirectly linked to poverty alleviation in the country.&lt;br /&gt;Natural, cultural and man made heritages are important to flourish tourism sector but more than that visionary plan, coordinated program and adequate resources to implement the plan and programs play important role to really make the tourism sector a vehicle of poverty alleviation. As the role of the government has gone sea change during the last decade of twentieth century, private sector should come to the fore of economic growth. Government alone is not there to serve people; there are multiple actors, such as, local government, private sector, and community organizations.&lt;br /&gt;In tourism sector, there is no doubt that private sector plays a moving role. Nevertheless, government implements some programs with a view to play catalytic role for the growth of this sector. Tourism business is so volatile with socio - political environment. Nepal has been facing hard times for some years. Despite the adverse time in tourism sector, government has been launching vigorous and strategically designed promotional campaign to build the confidence among tourists in international market.
